Staff reports

Water Report

Walt Ward, Assistant General Manager of Water Operations, reported that the April to July runoff is estimated at 800,000 acre feet compared to last year’s 500,000 acre feet.  Runoff is trending at 63 to 69 percent of average.

VAMP (Vernalis Adaptive Management Plan) was completed last week.  Preliminary numbers show that MID and Turlock Irrigation District (TID) contributed approximately 15,000 acre feet of water this year, with MID’s share at about half. 

Don Pedro Board of Control Report

Director Cecil Hensley reported that after discussion, Forever Resorts and houseboat owners are to negotiate fee increases for buoys and slips.

A quagga and zebra mussel threat action plan was presented at the last meeting. An editorial regarding the threat of these invasive species ran in the Modesto Bee last week.

Approved by unanimous vote

  • A resolution approving the list of 14 comparator agencies to be used for compensation benchmarking for staff and management positions.
  • Appointment of Scott Simpson to the Retirement Committee as a representative of employees in the Professional and Supervisory bargaining unit.
  • An amendment to the Supplemental Plan for employees of MID to include a third option – Fund C.
  • A resolution approving the Investment Policy Statement for the Supplemental Retirement Plan.

Approved by majority vote

  • A resolution authorizing the General Manager to execute an agreement with Bryce Consulting Inc. to conduct a comprehensive total compensation survey and internal alignment analysis.  Also, granting authorization to the General Manager to approve additional expenditures up to $5,000 under the agreement and if necessary, to transfer funds or augment the budget in an amount not to exceed $35,000.
  • A resolution approving the General Manager to execute agreements between MID and the Sconza Candy Company allowing the interconnection and purchase of electric power from a 5 MW natural gas-fired generator located at the Sconza Candy Company facility (formerly Hershey Candy) in Oakdale.
  • Appointment of the chief human resources officer as Plan Administrator for the MID retirement system.
