Staff reports
Water Report
Walt Ward, Assistant General Manager of Water Operations, reported that based on communications with farmers and completions of harvests, staff is still recommending to end
the irrigation season in mid to late October. Water continues to be drawn down from
storage with Don Pedro currently at an elevation of 738 feet. Tuolumne River flows are at 100
cubic feet per second (cfs) and beginning October 15, flows will be raised to 150 cfs – the
flow rate to be maintained through the fall and winter.
Electric Public Power Insurance Consortium (EPPIC) Update
Risk & Property Supervisor Steve LaBarbera provided an update on the status of risk
purchasing group EPPIC. MID is founding member of the 33 member group originally
established to provide insurance coverage to its members at a reduced group rate. With the
loss of the group discount and experience refund, EPPIC is at a crossroads. The group can
choose to decommission, continue as a shell and reinstitute when necessary or participate in
a risk retention program. MID supports a risk retention program while maintaining EPPIC as a
shell.
2009 Budget Workshop
Budgets & Rates Administrator Jimi Netniss led a review and discussion of portions of the 2009
District budget. Review included capital budgets and operating and maintenance budgets
for the Information Technology, Finance, Water Operations and Domestic Water divisions as
well as the operating and maintenance budgets for the General Manager and Human
Resources divisions.
Approved by unanimous vote
- Resolution authorizing the General Manager to execute an extended Joint Fund
Agreement between MID and the United States Geological Survey to continue the
development of a groundwater flow model for the Modesto Groundwater Subbasin.
- Resolution authorizing the General Manager to take the necessary actions, including
executing agreements, to maintain long-term disability, group life and accidental
death/dismemberment insurance for employees in accordance with the
Memorandum of Understanding.
- Resolution approving the addition of David Orth (Controller) as signatory on the Petty
Cash and the Cash Disbursement Accounts with Wells Fargo Bank and deleting Jake
Sonke from the same.
